He graduated from the University of Panama with a degree in Civil Engineering in 1979 and a degree in Business Administration in 1997. He also received a diploma in Environmental Management and Natural Resources from the University of Alcalá De Henares, Spain, in 2007.
In 2000 he completed a Master's Degree in Higher Education from the Inter-American University of Long Distance Education in Panama and in 2008 he received his Postgraduate and Master's Degree in Environmental Engineering from the Technological University of Panama.
His professional career has been very extensive in the field of Hydraulic Resources, Sanitary and Environmental Engineering, Evaluation of Environmental Impact Studies, Public Use Projects, Technical-Environmental Assessment of Concessions (Hydroelectric) and Licenses (Wind, Solar and Others) for Generators, Transmission and Distribution of the Electrical Sector, Civil Works, Identification and in the Evaluation of Basic Studies for Projects, highlighting as Civil Engineer.
Head of the Department of Studies (2001-2002), Hydrometeorology Management and Studies in the Electric Transmission Company S.A. (ETESA), Engineer in the Electric Market Management of the Electric Transmission Company. S.A. (ETESA) from 2002 to 2004 and from 2004 until now works as Chief of the Environmental Unit of the National Authority of Electricity, Drinking Water and Sewerage of the National Authority of Public Services (ASEP ).
